The Casa Grande City Council approved an ordinance to rezone roughly 2 acres at the west end of East Crystal Street from Urban Ranch to R2 to accommodate Copper Sky Assisted Living, a proposed memory‑care development consisting of two single‑story buildings and 32 memory care units.
"This item in front of you this evening is for a zone change to accommodate Copper Sky Assisted Living," planning staff member James told the council during his presentation. The project as presented to council includes two 9,000‑square‑foot, single‑story buildings (23 feet tall) with a total of 32 units and 36 parking spaces.
Staff and the Planning Commission recommended the rezoning with conditions of record that limit principally permitted uses on the parcel to single‑family homes conforming to R2 standards and allow conditional uses only for assisted living or nursing homes meeting R2 standards. The conditions are patterned on approvals for the adjacent phase 1 development and are intended to prevent more intense multifamily development (duplexes, triplexes, fourplexes) that R2 zoning otherwise permits.
James said the site is infill at the end of a residential subdivision, has constrained access and is a low traffic generator compared with alternative R2 uses; he noted the closest building edge to an adjacent single‑family property line is about 115 feet. Planning Commission voted unanimously on March 6 to forward a recommendation to council for approval subject to record conditions.
The council approved ordinance No. 1178.464 by roll call (unanimous). The vote reads in favor: Councilmember Romo; Councilmember Dugan; Councilmember Biedelen; Councilmember Edwards; Councilmember Huddleston; Mayor Pro Tem Herrmann; and Mayor Fitzgibbon. Councilmembers said they found the design and internal circulation appropriate and noted a final plat will return for consideration.
