Council approves $2.1 million contract for Water Reclamation Facility Phase 4B stage 1 upgrades

The Casa Grande City Council on April 2025 authorized a contract with Wilson and Company for design and construction management of the Water Reclamation Facility (WRF) Phase 4B stage 1 upgrades, approving a not-to-exceed amount of $2,107,020.
The contract approved by resolution No. 5764 covers a base amount of $1,857,020 plus a $250,000 contingency. "Staff recommends that mayor and city council authorize the city manager to execute a contract with Wilson and Company in the amount of $1,857,020 plus an additional contingency of $250,000 for a total amount not to exceed $2,107,020," Wastewater Superintendent Kim Owensby told the council.
The stage 1 work includes a background investigation, preliminary design, selection of a construction manager at risk (CMAR), and assistance with long‑lead equipment purchases. Owensby said the Phase 4B upgrades are intended to support the earlier Phase 4A capacity expansion, improve long‑term reliability and safety, and reduce operational costs through measures such as converting an equalization basin to emergency storage, installing ultra‑violet disinfection to replace sodium hypochlorite, expanding laboratory capabilities, and enhancing odor controls.
Council members asked how the construction contract portion would be procured and when a CMAR would be selected. Planning staff member James (planning staff) responded on sequencing: "But as as far as 30%, 50 % design, much, much sooner than 30%." Owensby and staff said the stage 2 work—final design, permitting and construction—will come back to council for separate authorization and will not be included in this contract.
Staff said the consultant was selected through the National Governmental Purchasing Cooperative and that the stage 1 contract does not authorize construction work; it funds design and construction management services and early procurement tasks.
The council approved the resolution by roll call (unanimous). The vote reads in favor: Councilmember Romo; Councilmember Dugan; Councilmember Biedelen; Councilmember Edwards; Councilmember Huddleston; Mayor Pro Tem Herrmann; and Mayor Fitzgibbon. The council also noted that a later stage and separate approvals will be required before construction begins.
