ALRB following six bills that could affect agency authority, headquarters and worker protections

Special Assistant Mikaela told the Agricultural Labor Relations Board that staff are tracking six bills in the state legislature that could affect the agency’s operations and the workers it oversees.
Mikaela said the bills are: AB 288 (Assemblymember McKinnor), described as a PERB ‘‘backup’’ proposal if the National Labor Relations Board declines to adjudicate cases; AB 552 (Assemblymember Liz Ortega), a spot bill that would permit relocating the ALRB headquarters outside Sacramento until Jan. 1, 2028; AB 1109 (Assemblymembers Colra and Gonzales), extending privileged communication protections between a union agent and a represented worker; and AB 1300 (Assemblymember Colosa), proposing new protections for personally identifiable information for vulnerable populations, including immigrant populations and constraints on collection unless legislated.
On the Senate side, Mikaela reported SB 470 (Sen. Laird), which would extend Bagley‑Keene teleconferencing provisions to Jan. 1, 2030, and SB 846 (Sen. McNerney), which would expand workers’ ability to put a lien on crops for up to two weeks of unpaid wages and remove a limitation that previously applied only to limited partnerships. Mikaela said SB 846 was of particular interest to the board because Board Member Ralph Lightstone helped originate some of the bill’s original language.
Mikaela provided the committee and hearing status the board has: AB 288 was rereferred to the Assembly Labor and Employment Committee and scheduled for an April 23 hearing; AB 552 had moved to Appropriations after Labor and Employment; AB 1109 passed the Assembly Judiciary Committee and awaited further updates; AB 1300 was re‑referred to Assembly Judiciary with a postponed hearing now set for April 22; SB 470 had cleared the Senate Judiciary Committee and was pending appropriations; and SB 846 was referred to Senate Judiciary with a May 6 hearing date. Mikaela said staff will continue to monitor and provide updates.
