Board approves arc-flash study for wastewater and municipal facilities at cost of $28,467

Trustees approved a contract with Westfall & Company to perform an arc-flash study to identify electrical hazards and required PPE and labeling at village facilities, principally the wastewater treatment plant.
The Village Board approved a professional services contract to complete an arc-flash study for village facilities, principally to identify electrical panels and locations where arc-flash energy could pose hazards and to establish safe work practices.
Tom Lewis, wastewater treatment plant manager, explained the study’s purpose is to identify locations with arc-flash risk, calculate potential energy releases, and recommend safe approach boundaries, labels, required personal protective equipment (PPE) and updated one-line electrical diagrams. Tom said the study would not prevent an arc flash but would inform safer work practices, training needs and potential PPE purchases. He said some insurance carriers and updated electrical codes are increasingly expecting or requiring arc-flash analyses.
Two contractors provided quotes; Tom recommended the lower quote of $28,467 from Westfall & Company. Board members discussed that the study likely will identify panels staff should not open without trained personnel and may lead to future training and PPE purchases. The contractor estimated work could be completed in 2026 if scheduled.
A motion to approve the contract with Westfall & Company for $28,467 passed by voice vote.
