A Chilton County commissioner presented proposed amendments to the county animal shelter’s standard operating procedures aimed at managing chronic overcrowding and clarifying volunteer procedures.
The commissioner said the shelter has 25 functional dog runs but occasionally houses up to 60 dogs; some animals have remained at the shelter for more than a year. To build capacity and reduce prolonged poor conditions, the commissioner proposed a policy that would allow each animal to be sheltered up to 60 days before it may be scheduled for euthanasia. The policy as read in the meeting also gives the director discretion to extend that period by up to 30 additional days for individual animals if conditions warrant.
The commissioner said the director believes 60 days is a “significant opportunity” for an animal to be claimed, rescued or adopted and that an extension is appropriate in isolated circumstances (for example, if a prospective adopter needs more time to complete paperwork). The transcript records that the commission would vote on the standard operating procedures the following night.
The commissioner also proposed an added section on volunteers, to be inserted into the SOPs between the public-relations and intake sections. The proposed language would require prospective volunteers to complete a volunteer form and receive approval from the director or the director’s designee before participating. The form was described as being available at the shelter office.
Commissioners asked questions about the changes; the proposal was presented as an amendment to existing SOPs and was scheduled for a formal vote at the next commission meeting.
