Oviedo CRA board adopts FY 2024–25 goals for mobility, utilities and public art

The Oviedo Community Redevelopment Agency Governing Board adopted Resolution No. 1603-25 on April 21, 2025, formalizing goals and objectives for the CRA through Sept. 30, 2025, board members said.

Staff presented four broad goals tied to the CRA work program and budget: improving mobility and multimodal connectivity; improving water and wastewater utilities; improving stormwater infrastructure; and advancing public art. "We came up with 4 basic goals for the CRA: improving mobility, connect multimodal connectivity, improving water and wastewater utilities, improving stormwater," staff member Mr. Cobb told the board.

Mr. Cobb described specific projects under those goals. Mobility work includes construction of the Soloway Park pedestrian bridge (award and construction have commenced), completion of a small remaining gap on the Wood Street sidewalk project and advancing the West Franklin Street extension design from 60% to 90% plans. Water and wastewater items are tied to the Geneva Drive–State Road 434 connector; project tasks include replacement of Lift Station 7 and design and bidding for a potable water main on Nursery Street. Stormwater work includes small improvements around Silvery Park’s berm separating the pond from the creek.

Public-art work listed in the goals includes designing and constructing a "Wings of Joy" installation at Soloway Park (in design), a second mural by the boathouse at Center Lake Park, and a call for artists for a sculpture to be placed in the plaza east of Oviedo Boulevard across from Center Lake Lane.

Mr. Cobb told the board the goals were prompted by a change in state law; he summarized the legislative requirement as an amendment that "said that beginning 10/01/2024... each CRA would have to create goals and objectives for each program undertaken as well as performance measures" and that a report is required by Dec. 1 each year. He told members the board will include goals and objectives as an exhibit to its annual budget starting in the next budget cycle. "This caught us off guard a little bit with the legislature. And so we're bringing these to you at midyear to take us through the next 6 months," he said.

The board approved the resolution by voice vote after a motion and second; the transcript records "Aye" responses and no opposition. After the vote, board members asked for project-status updates: regarding Lift Station 7, staff said clearing at the site is complete and construction of the lift station itself has not started; shop drawings are under review and staff said that review is not expected to delay the road construction for the connector project. "The lift station itself hasn't started construction. Right now, we're in the process of reviewing shop drawings," a project representative said. "Not at all. We're on track. We're on schedule," another staff or consultant representative added.

Board members and staff discussed pending state legislation that could limit a CRA’s ability to borrow, create new projects or extend its life. Mr. Cobb said the board is tracking the bill and expects more clarity by the next meeting. The board set its next meeting for May 19.
