Wooster council: quick votes on ODOT cooperative purchase, liquor license and ordinance reading

Resolution 2025-33, authorizing the director of administration to participate in the Ohio Department of Transportation cooperative purchasing program to replenish road salt, was presented as time-sensitive because ODOT set a May 2 response deadline. Council moved to suspend rules and then adopted the resolution by roll call; the vote recorded yes by Mister Jose, Miss Kanapik, Mister Gaffey, Mister Malta, Mister Myers and Mister Abernathy.
A liquor-control petition for a new D5 license for Excelsior Room LLC, doing business as The Excelsior Room at 144 West Liberty Street, second floor, was presented. Councilors moved to waive a hearing; the motion was seconded by Mister Abernathy and approved by voice vote. Council discussed the D5 classification briefly; the clerk noted that D5 allows on- and off-sales of beer, wine and prepackaged low-proof mixed beverages, and on-premises consumption of high-proof spirits until 2:30 a.m.
Ordinance 2025-08, which replaces current pages of the codified ordinances, was read for the first time. Council members said the update appears to include two traffic-code items and that they prefer time to cross-check references; the ordinance was left on first reading and no final vote was taken.
Minutes of prior meetings and a special meeting held April 9 were approved earlier in the session by voice votes.

Council members said ODOT’s May 2 deadline required the cooperative-purchasing resolution be considered on an expedited timetable. The liquor license action followed the council's customary practice of waiving hearings when there is no objection on file.
