Wooster council approves contract to update wastewater treatment plant operations manual

The Wooster City Council on Monday voted to authorize the director of administration to contract with Jones and Henry for engineering services to prepare an updated operations manual for the city wastewater treatment plant.
The action, adopted by roll call after a second and without recorded opposition, funds work the council said is required by federal environmental regulators and will also be used to train plant operators.
Council member Mister Malta introduced the resolution, saying, “This is to prepare a operations manual for the wastewater treatment plant and this is required, my understanding, by the EPA.” Mr. Fritz, who attended the meeting to answer questions, described the work as a consolidation of many existing process manuals into a single, comprehensive document. “It's probably 95% new and 5% old,” Fritz said, describing how plant processes have changed since the last major documentation effort in 2005.
Councilors asked about project length and scope. Council members received confirmation that the work is expected to take roughly a year and that the manual will cover all major plant systems, including headworks, grit removal, primary and secondary settling, sludge processes and biosolids handling. Council members also noted the manual will serve as an on-site reference and a training resource for operators seeking higher certification.
The resolution was presented as a budgeted item. Council member Mister Malta moved to adopt the resolution; Miss Konapnick seconded. Miss Hamilton called the roll; the vote was recorded as yes by Malta, Abernathy, Gaffey, Jose, Myers and Kanapnick, and the resolution was adopted.
The contract task will consolidate decades of procedural documents and reflect improvements made to the plant since 2005. Councilors said the updated manual aims to reduce operator uncertainty and support regulatory compliance. The administration indicated staff will oversee the contract and coordinate with Jones and Henry as the consultant compiles and standardizes process documentation.
The council did not specify a firm start date beyond approving the contract; staff said the task timeline is approximately one year and that the item is budgeted.
The council moved on to other business after adopting the resolution.
