Plan Commission approves Owl Place sliding‑scale subdivision and road‑width waiver

The Monroe County Plan Commission on April 15 approved the Owl Place sliding‑scale subdivision preliminary plat (SSS‑24‑6), granted the requested road‑width waiver and a waiver of the final hearing, and required several surveyor and plat conditions.

Petitioners sought to create three buildable lots from two parcels on roughly 27.69 acres in Washington Township at 1680 West Williams Road. The county highway engineer’s review and the petitioner’s traffic counts showed estimated daily traffic well below the chapter 8.32 standard (petitioner peak counts were a maximum of 24 vehicles per day and peak hour counts of four vehicles), satisfying criteria for a road‑width waiver for the existing 13‑foot road.

Planning staff recommended approval subject to standard plat notes: identification of the parent parcel and the 25‑year non‑subdivision remainder note; updating zoning nomenclature to current CDO names; a written commitment to require a shared driveway for tract 1 with tract 3; adding an access easement from tract 3 to tract 1 for barn access; and documenting the location and species of preserved and planted street trees on the final plat. The plat committee had forwarded a positive recommendation with conditions.

At the meeting the surveyor and landowner confirmed they will plant the required street trees along Lot 3 and preserve trees along other frontages; the surveyor said he is already revising the plat to show those changes. The commission voted to approve the preliminary plat and road‑width waiver and to waive final hearing; recorded roll call shows unanimous approval (8–0).
