The Monroe County Plan Commission on April 15 approved the Arvin sliding‑scale preliminary plat (SSS‑24‑5), granted the petitioner’s request to waive final hearing, approved a street tree waiver subject to a larger tree conservation area to be agreed with staff, and approved a buried‑utilities waiver for the existing house.
The property, in Richland Township at 5676 North Union Valley Road, consists of roughly 20.28 acres and would be split into two buildable lots under the sliding scale procedure. Planning staff noted the site has overhead utility service from Duke Energy feeding the existing house and that the petitioner had marked a 30‑by‑30 tree preservation area on the plat. Staff recommended approving the preliminary plat and the street‑tree waiver but recommended denying the buried‑utility waiver; during the hearing the petitioner and commission members discussed the cost of burying about 716 linear feet of overhead line.
The petitioner’s representative, Jeff Ripley, said the owner has used the property for about 60 years and that burying the existing 700‑plus foot service would be a substantial expense; Ripley provided photos and a proposed tree preservation area. The petitioner also agreed to plant the five street trees required for the Lot 3 frontage.
Commissioner Jeff Morris moved approval of SSS‑24‑5, including the waiver of final hearing, the buried‑utility waiver, and the street‑tree waiver with the condition that the petitioner work with staff to expand the 30‑by‑30 tree conservation area (committee members specifically discussed a 100‑by‑100 area or similar expansion); the motion and a friendly amendment were accepted and the vote was 8–0 in favor.
The approval includes conditions that the surveyor note the parent parcel and the 25‑year remainder restriction required by sliding‑scale rules, update zoning references to the current CDO district names, and record tree locations and species on the final plat. Any future development will remain subject to highway and stormwater departmental review.
