Planning board hears updates on Mattakee's utilization process, subcommittees and RFP timeline

Members of the Yarmouth Planning Board on Jan. 8 got a progress report on the Mattakee's (Madakies/Mattaquees) Utilization Committee and its schedule for subcommittee meetings and RFPs.
The MUC liaison summarized outreach plans and said team leaders were expected to contact assigned members to schedule the first of three concept-development meetings. Several planning-board members reported they had not yet been contacted by team leaders; one member said she had received an email from Bill Scott with instructions earlier the same day but not a full meeting schedule.
The board discussed the MUC's "run amok" meetings (the initial, brainstorming sessions for each team) and the format for capturing ideas. Participants will be asked to submit concept sketches, funding possibilities and basic benchmarking at later meetings; the MUC intends to standardize submissions in a uniform idea template so teams can be compared and evaluated later.
Kathy and other members said the Housing team had already undertaken a joint meeting of the Community Housing Committee and the Affordable Housing Trust and that the Housing team needs to lock meeting dates. Select-board materials and a November memo from Bill Scott will guide logistics and evaluation form development.
The board also discussed consultants and procurement: an existing-conditions consultant had been retained to evaluate the site; a separate RFP for development concepts was publicly posted, and select-board materials showed an initial mock RFP schedule. Members asked staff how to access the RFP; staff said bidders must register via the town procurement portal but that copies can be shared with planning-board members on request.
The MUC update closed with a reminder that each team must schedule its run-amok meeting and that town staff expect outreach and coordination to accelerate in coming weeks.
