The Downtown Design Review Board approved two new infill houses at 3004 and 3008 Johnston Street (cases 4A25IH and 4B25IH) on April 16, with the board adding a condition requiring porch columns to be painted or trimmed with finished material rather than left as exposed pressure-treated timber.
Lindsay, Knoxville Knox County Planning staff, described both houses as 24 feet wide by 48 feet deep with main massing set 28 feet from the front property line. Staff recommended revisions to the front setbacks for alignment with the block face (moving houses closer to approximately 18 feet from the front property line so porches align with the block) and required final site plans to include walkways to the sidewalk and native or naturalized shade trees in front and rear yards.
Board members raised a detail about columns. Perry Childress and other members noted the submission showed columns without finish specificity; Perry asked whether columns were dimensioned and whether they would be boxed or trimmed. Board members requested the columns be painted or boxed rather than exposed pressure-treated wood; the motion to approve both applications carried with that added condition.
Staff will verify final setbacks, walkway inclusion and column finish in the final site plans before completing administrative sign-off.
