The Village Board on April 15 awarded a contract to De Groot Inc. for the Kimberly Street culvert replacement in the amount of $198,335.06.
Public works staff explained the existing culvert extended roughly 283 feet through backyards and that Wisconsin Department of Natural Resources (DNR) permitting guidance advised the village to replace only the portion under the roadway — about 100 feet — rather than the full length. Staff said the shorter replacement length lowers costs compared with original budgeting that assumed replacing the full culvert. The project budget had been set at $650,000 on the assumption the entire length would be replaced; staff reported receiving three bids ranging from about $198,335 to $307,000 and recommended De Groot Inc.
Staff acknowledged the change will alter the backyard landscape for a small group of adjacent residents. They said they plan a public informational meeting once the contractor schedule is set and estimated about seven residents will be most affected. A trustee noted some residents may be dissatisfied because work will open a stream or ditch in backyards that previously had none.
A motion and second to award De Groot Inc. the contract passed by voice vote.
