"I think that structure is perfectly fine," Planning Commissioner Patrick O'Brien said during debate over where to place the goals and strategies section.

Next, commissioners approved a set of minor editorial revisions and formatting changes produced by Commissioner John Cost and staff. Those edits included a preamble rewrite, a glossary of acronyms, a list of maps and graphics, and consistent naming (for example, standardizing references to "Northumberland County" vs. "the county" to improve readability). The motion to approve the editorial work passed; meeting minutes record one commissioner voted against that item.

Commissioners discussed a proposal to surface explicit recommendations in the text by adding labeled "Recommendation" text boxes to highlight action items where the plan now uses phrases such as "should" or "may wish to."
