Commission adopts FDOT interlocal amendment for Bicentennial Park; city to assume maintenance of new restroom building

The City Commission approved a resolution to execute Amendment No. 01 to the interlocal agreement with the Florida Department of Transportation (FDOT) covering the construction, operation and maintenance of Bicentennial Park.
Staff Project Manager Scott Maxim explained the amendment adds specific provisions for construction of improvements currently in progress and confirms the city's future maintenance responsibilities for any new restroom building included in the project. "All this amendment is saying FDOT's concern is that we build a restroom building out there, and they just wanted to make sure that that was in the contract, that if we're building a new structure out there that hasn't currently been out there, that the city is going to take on that maintenance," a staff speaker said during discussion.
A public commenter asked whether the amendment included any new financial obligations for the city. Staff responded that, to the best of their knowledge, the construction is fully grant funded and the amendment does not add immediate new construction costs to the city; the city's obligation is to accept maintenance responsibility going forward. Janice asked for clarification on the exhibit A design plans; staff said exhibit A reflected design plans the commission had already previously approved.
Commissioners voted to adopt the amendment on a motion and second; the motion passed 5-0.
