The Historic Preservation Commission voted to table the design-review application for 16 Union Plaza (Map Lot 042-066 in the Bangor Center Revitalization Area) after the applicant did not appear at the meeting and commissioners said the materials on file were insufficient for a decision.
Staff described the application as a request to add two windows, replace four windows and add four fire-escape platforms. When the applicant failed to appear, commissioners moved to allow public comment and then asked for a motion to postpone consideration until the applicant could present in person.
Vice Chair Reardon and multiple commissioners said the submission lacked crucial details. Commissioners asked staff to request from the applicant: precise locations of the proposed new windows and replacements, whether the changes affect the second or third stories, elevation drawings or photos showing the intended locations, detailed drawings and material specifications for the proposed fire-escape platforms (including how they attach to the façade), and clarification of which floors are shown on the sketch plans. One commissioner noted the photograph in the packet showed differing window types on the second and third floors and urged clarification whether proposed double-hung windows would match existing awning-style units.
Motion and vote: Commissioner Keebler moved to table the application and request the additional information; the motion was seconded and approved by roll-call vote. Commissioners recorded affirmative votes during the roll call; the chair cast an affirmative vote to table and request further documentation.
Why it matters: Design-review decisions set binding conditions on alterations in the Bangor Center Revitalization Area; staff and the commission require enough detail to judge visual impacts and compatibility with the Façade District and overlapping historic-district standards.
Next steps: Staff will ask the applicant to supply the specified drawings, exhibit clarifications and material samples before the commission considers the application at a later meeting.
