Designs finalized for Filimon Sanchez park sports complex; project ready for bid pending funding

Patterson said the plan includes three regulation softball fields arranged in a diamond pattern with a central plaza, built‑in bleacher seating, a small playground and shade structures; the outfield fences meet the 300‑foot regulation requirement for tournament play. The existing restroom building will be moved and reconstructed in place, and a new restroom and concession building will be added for larger tournaments.
Design specifics highlighted during the presentation include movable base plugs to allow multiple age groups to use the fields (60‑foot and 65‑foot base dimensions were noted), concrete plaza areas with crushed‑rock walkways elsewhere, built‑in bleachers and accommodation for future overflow parking on the town yard. Patterson said Hellas Construction has provided pricing rounds and the project is “on budget” for the previously identified ICIP allocation.
Council questions focused on accessibility, number of fixtures and shade/landscaping. Patterson stated the reconstructed restroom will have three fixtures for men and three for women, while the original single‑fixture restroom could be designated and signed as a family restroom. The design locates ADA parking at the site entrance with sidewalk ramps leading to the central plaza; Patterson noted the site grading required significant iterations to achieve an accessible route.
Costs, bidding and alternates: Staff said they have negotiated pricing with Hellas under state contract and can include bid alternates (for additional concrete, shade structures, or other add‑backs) should additional funding become available. The town hopes to finalize stamped documents, proceed to formal bidding, and return to council for contract approval once funding is in place.
Next steps: Staff said closing on relevant loans is expected in August with a potential September groundbreaking if financing and procurement timelines align.
