Jose Coronilla, Assistant Public Works Director, presented a proposal from KTL Engineering LLC to provide design, bid documents and construction management for the city’s FY2025 annual street maintenance project. Staff recommended approval of a professional services agreement in the amount of $47,000.
Coronilla and Ken Lasso, the owner of KTL Engineering, described the project as the next phase following a 2016 comprehensive street evaluation that divided the city into four areas. The 2025 project focuses on streets in Area 1 (including Dixon Street, Bell Street, 8th Street and West Hill) and selected segments in Areas 3 and 4. Coronilla said this year’s work will be base and surface repairs (pulverize base, add cement, and place a 2-inch hot-mix surface) and will not include underground utility work.
Council members pressed staff about accountability and about when the city will commission an updated, citywide street evaluation. Coronilla said staff is preparing cost estimates to perform a new comprehensive evaluation and expects to seek that work this year; Ken Lasso said he can provide a proposal to perform the re-evaluation. The council noted that some streets with significant utility issues are being excluded from this maintenance contract because utility replacements would require a larger capital project.
Council Member Fultz moved to approve the agreement with KTL Engineering LLC in the amount of $47,000; the motion was seconded and the council approved the contract by voice vote (voice vote: ayes; no recorded nays).
