Threshold representative Miss Alexander reported to Lexington City Council on April 17, 2025, summarizing a regional housing study and Threshold’s near-term plans to expand homeowner assistance and address uninhabitable properties.
Alexander said the study indicates about 46% of residents in the study area cannot make ends meet, which underscores a need for affordable housing. Threshold discussed properties identified as uninhabitable and noted each property has different legal and tax statuses that will require city-legal review. The group intends to finalize a "homeowner helper" program tailored to Lexington, working with city staff to resolve administrative issues, build an application process, identify contractors and community partners, and aim for implementation by early 2026.
Threshold described the program as staff-driven with Threshold serving as a sounding board. Members also mentioned planned participation in a regional housing summit in September at the Virginia Horse Center and suggested a possible summer work session with council to maintain momentum.
The report included a remembrance of longtime Threshold member Fred Kershner and a brief tribute to the recently deceased Mayor Elrod. Threshold's next meeting was announced for April 23 at 4 p.m., with a temporary meeting location on the upper level of the RARA building while the regular location is finalized.
