- CDBG application for Zephyr Park — approved. The council voted unanimously to direct staff to prepare a CDBG Small Cities neighborhood-revitalization application for Zephyr Park and to return with a draft application and cost estimate at a second public hearing prior to the May 16 deadline. (Motion based on Citizens Advisory Task Force recommendation; outcome: approved unanimously.)
- Storage-facility ordinance (Ordinance No. 1499-25) — adopted on second reading. After staff clarified proposed zoning text changes and limits on outdoor storage, the council approved the ordinance on second reading by unanimous vote.
- Resolution to opt out of 80/20 tax exemption for 2026 (Resolution No. 848-25) — approved on first reading. Staff said the Schoenberg Center for Housing Studies report indicates a surplus of affordable available units in the Tampa–St. Petersburg–Clearwater metro area, which permits local opt-out under the cited statute; council approved the resolution on first reading.
- Award of bid for drainage improvements (Sixth Avenue between Seventh and Eighth Street and alley east of fire station) — contract awarded to Gillum Construction LLC. The council approved a not-to-exceed contract (funded from current-year Penny for Pasco allocation and CRA funds) to address localized flooding; the award includes a 10% contingency.
- Utility fee schedule adjustments (Resolution No. 849-25) — approved. Council adopted changes including a revised late fee structure and modest increases in select service fees; staff said the last adjustment was in 2019 and that a percentage-based late fee is more meaningful than the prior fixed-dollar amount.
- City complex additional work authorization (administration building design) — council voted to withhold additional design funding and request the design firm return to council to explain the cost estimates before approving further expenditures.
- South Avenue extension supplemental agreement (state-funded) — approved. Florida Department of Transportation increased its contribution to the project; council accepted the supplemental agreement to keep the project funded without additional local outlay.
Also approved on consent were routine agenda items 1–6.
