Council holds public hearing on proposed kennel zoning changes; no final vote

The Omaha City Council heard public testimony and a staff presentation on a proposed amendment to the zoning code that would allow kennel uses (boarding and care for animals that have an outdoor component) in additional industrial districts subject to a conditional‑use permit.

Eric England of the Planning Department described the kennel use type and explained the proposed change would allow kennels in LI, GI and HI districts with a conditional‑use permit. England read the zoning‑code definition for the kennel use type and noted the department’s reservations about outdoor animal care in commercial areas, but said the code modification would expand permitted locations under regulatory controls.

Several members of the public spoke in opposition, raising concerns about animal welfare and about whether industrial areas are appropriate locations for kennels and dog‑daycare operations that include outdoor runs. A commenter described observing animals in poor condition at a separate industrial site; others stressed concerns about the mix of animals and industrial activity.

Councilmembers asked planning staff to summarize the proposed changes and how they differ from the existing code; staff answered and explained that pet‑service uses that are entirely indoors are regulated separately and that the kennel use type applies when animals go outdoors.

No final vote was taken on the ordinance at this meeting; the item was the subject of public hearing and discussion and may return for council action at a later date.
