Commission authorizes RFQ to design PFAS removal plan for Pembroke Pines water system

The Pembroke Pines City Commission on April 15 approved a technical memorandum and authorized staff to advertise a request for qualifications (RFQ) to hire engineering services to design PFAS-treatment improvements for the city’s water system.
City utility consultants presented a feasibility study recommending treatment systems expected to bring PFAS concentrations below the EPA’s detection/threshold standards (the rule references low parts-per-trillion detection limits). Staff said the minimum capital estimate for a compliant system would be in the multi‑million-dollar range; during the meeting staff estimated a multi‑year program and said the current plan does not anticipate raising retail water rates immediately but that operating costs will be re-evaluated in coming years.
Commissioners unanimously approved a motion to accept the consultant memorandum, waive the usual requirement that sealed competitive solicitations be presented to the commission before advertisement (to accelerate procurement), and authorize procurement of design services. Commissioners asked for clear public messaging and pledged to keep residents informed as design, funding and construction work proceeds.
