Commission approves windows at 402 Dousman Street pending staff verification of glass specifications

City staff said the current application largely matches a CLA granted in February 2024 and that concrete blocks previously covering some third-story openings have been removed. Staff recommended approval with conditions: if any historic material is found in transom areas it should be repaired rather than replaced; storefront frames should be painted rather than anodized finish; and storefront glass must have a visual light transmittance (VLT) of 72% or greater.
Applicant representative Mike Garso told the commission he was speaking on behalf of the property owner and said the third-floor openings had been stripped back to plywood with “zero historical material behind there.” He agreed to provide photos or allow a site walk-through if staff needs verification.
Commissioner Steve moved to open the floor for applicant comment; following the applicant’s assurances, he later moved to approve the renewal “pending final staff verification on the glass material.” Jason, identified in the meeting as city staff, said that if the applicant provides the glass manufacturer’s published VLT data (the applicant reported ordering windows from Packerland Glass and working with Marvin), staff could complete an administrative sign-off.
The motion to approve with the stated caveat passed by voice vote. The commission asked the applicant to resubmit the ordered glass specifications and photos for the file.
