Senate advances Wilcox Basin water measure, but senators warn it may worsen overdraft

House Bill 2274, which provides for a special election to form a domestic water improvement district in the Wilcox groundwater basin, was advanced by the committee of the whole on April 17 after a Dunn floor amendment that requires the county board of supervisors to place the formation on a meeting agenda and vote.

Senator Tim Dunn moved and explained the Dunn floor amendment, which requires the county board of supervisors to put the matter on an agenda and vote. The amendment was adopted on the floor and the committee recommended HB 2274 as amended receive a "do pass" recommendation.

Several senators raised concerns that allowing a domestic water improvement district and related authorities without broader groundwater management measures could worsen overpumping in the Wilcox Active Management Area (AMA). One senator said, "This bill is not going to do anything that will benefit the Wilcox AMA. If anything, this is going to make the over pumping even worse. So what I call it is, we're putting a Band Aid on a very large cut," and urged focus on comprehensive solutions rather than measures that provide short-term relief to households already without water.

Sponsor representatives argued the measure is intended to help residents whose wells have already gone dry by providing a mechanism for water delivery and organized service, not to replace comprehensive groundwater management planning. The committee vote advanced the amended bill to the calendar.

Why it matters: the Wilcox Basin is facing severe groundwater stress; legislative changes that enable local water districts or water hauling affect both residents who have already lost well water and the basin's overall overdraft trajectory. Senators and representatives cautioned that the measure alone will not restore aquifer levels and urged comprehensive conservation and management steps as a complement to local relief measures.
