The measure passed 8–0 (Dr. Gu absent). The council then voted to award the construction work to Fleming Construction Company LLC for $5,512,800; that action also passed 8–0.
A companion port-side resolution certifying compliance with public bid laws and a resolution authorizing the executive director to enter into a construction contract with Fleming Construction Company LLC for the Alliance Water Booster Station Phase 2 likewise passed 8–0. The council deferred item F listed on the agenda.
The council approved a substitution to begin rezoning parcels in Pointe Celeste Farms from Floodplain District to Heavy Industrial District so the port may reappraise and acquire the properties. Commissioner Champagne offered the rezoning petition; Commissioner Edwards seconded. The rezoning passed 7–1, with Commissioner LaFrance casting the lone no vote and Dr. Gu absent.
The council also approved the minutes of its Dec. 17, 2024, meeting. That approval passed 7–1 with a no vote from Reverend Edwards.
Introductions earlier in the meeting included several ordinances and resolutions to amend the port's five-year capital improvements plan for Pointe a la Hache ferry repairs, extend professional services agreements with eValvett, authorize a rebranding campaign with Palm Palmore Advertising, adopt quarterly policy updates, and give preliminary approval for up to $42 million in revenue bonds; those items were introduced and not finalized at second reading during this session.
