Board signs detour agreements and approves revised DOT 5-year plan entries

County staff explained that Iowa DOT will perform a concrete overlay (white topping) on Highway 9 and asked to use county roads as detour routes. The primary requested detour would route traffic along M‑18 to A‑34 into Milford; a second agreement would allow routing M‑18 into O’Brien County and, if needed, all the way to Highway 18. Staff said the DOT will be responsible for any damage created by the detour and the county plans to document existing road conditions (photographs) and has a planned chip-seal project for M‑18.
The board approved the detour agreements by motion and support (mover Schulte; support DeBoer) and recorded the vote as approved. Staff said they will monitor conditions and require DOT to repair any damage attributable to the detour.
On the DOT five‑year plan, staff said a prior submission had two items recorded with local funding that were eligible for federal/state FM funds; staff proposed replacing the local funding entries with FM funding to improve cash flow. Staff also said a regional TIF application for an HMA project in August 2029 did not receive funding this round, so that project is shown as FM-funded for now; no projects were added or deleted, only funding sources were adjusted. The board approved the DOT five‑year plan revisions and the engineer’s annual budget submission after staff corrected the starting budget numbers per DOT guidance.
