Goochland Planning Commission elects chair, adopts bylaws and 2025–26 meeting calendar

Dwayne Cosby was elected chair of the Goochland County Planning Commission and Amanda Kowalski was elected vice chair during the commission’s April 17, 2025 meeting; the panel also approved March minutes and adopted updated bylaws and a 2025–26 meeting calendar.

The changes to the commission bylaws, presented by Ms. Spaulding, the county attorney’s designee, reorganize the order of business, rename the secretary role to clerk, add procedures for electronic participation in line with the Code of Virginia, and codify citizen-comment procedures including time-ceding rules and a requirement that materials to be presented electronically be submitted to the clerk by noon the day before the meeting. “The idea is to streamline the meeting process and have things run as smoothly as possible in a logical order,” Ms. Spaulding told the commission.
