District financial advisors from Stifel Nicholas briefed the Murray School District Board of Education on the bond resolution and the preliminary official statement (POS) that must be finalized before the district issues voter-approved general obligation bonds.
Matt (Stifel Nicholas) outlined the components of the bond resolution, the delegation of authority the resolution would include (allowing two district officials to approve final sale details within set parameters), the process to obtain credit ratings and the timeline for selling bonds. He described a planned sequence: rating meetings, pricing (market sale) targeted for late June, and closing in early July if market conditions permit.
Board members raised procedural concerns after staff indicated the formal resolution and POS were not included in the publicly available board documents. The board and advisors agreed they need the resolution and POS to be posted before final action. The board decided to revisit the item at a study session next week and to bring the documents into the record so the board can take formal action at a subsequent regular meeting.
No formal vote was taken on the resolution or POS at this meeting; staff and advisors left a timeline and asked to return with posted documents and a rating update.
