Planning Board members said some businesses are worried about perceived parking and traffic losses and unclear messaging. Board members noted that earlier renderings posted on social media did not reflect refinements in the most recent design and that the town’s outreach did not reach or persuade some downtown businesses. A board member said the designs include signal and lane adjustments, protected bike lanes with a buffer from parked cars, and in some options a net increase in parking spaces; however that detail had not been broadly communicated.
The Planning Board also discussed funding and implementation: consultants have been engaged using grant funds for design work, and pausing the project could require reallocating consultant time or affect grant timelines. Board members said outside grants for multimodal projects often require design elements on both sides of a corridor and a certain level of multimodal detail to qualify, which can affect scope and cost.
The board encouraged a renewed public engagement push that prioritizes direct outreach to downtown businesses and small proprietors to explain the traffic studies, clarify where parking or turning movements would change, and demonstrate proposed benefits such as larger sidewalks and protected bike lanes.
No formal board action to stop or modify the pilot was recorded at the April 15 meeting; board members said the issue will be discussed further at upcoming Envision Needham and Planning Board sessions.
