The Streator City Council approved a series of ordinances and resolutions including a surplus tax‑increment distribution, an amendment to municipal fees affecting the city golf course, annual supply contracts for roadway maintenance materials, and a construction contract for a 2025 MFT roadway project.
The council voted to declare surplus revenue in the Street or South Industrial Special Tax Allocation Fund and authorized payment of $154,372.96 to the Livingston County Treasurer for distribution to affected taxing districts for tax year 2023 (payable 2024). The motion to approve was moved and seconded and passed by roll call.
The council adopted Ordinance 2025‑11 (municipal code amendment, Title 3 Section 3.48) to raise fees for city services that include golf course memberships and green fees. Staff said the proposed increases were lower than they might otherwise have been because the team had misread the prior increase date in the memo (staff believed it was 2015 but learned it was 2017). The council discussed membership seasons, enforcement (honor system with informal oversight by retirees), and club operations; members also proposed that nonresident veterans be treated as residents for fee purposes. The council approved the ordinance with that change; staff said the fee changes take effect immediately.
On annual materials procurement, the council approved a supply contract to Tig Campbell Trucking Inc. (Cornell, IL) for aggregate materials and approved a separate contract to Asphalt Sales Company (Jacksonville, IL) for emulsified oil. Both items were bid as routine annual purchases under the Illinois Highway Code and passed by roll call.
For street reconstruction work, the council awarded the 2025 MFT roadway contract — including mill and overlay of North Shavenaugh Street from Branson Street to Fourth Street — to Universal Asphalt & Excavating Inc. (LaSalle, IL). Staff said four bidders responded and recommended the low responsive bidder for approval; council members asked questions about shoulder/paving limits to reduce stone migration at one property and staff said the contract extends pavement to the right‑of‑way limits in that location.
The council removed item 7 from the agenda because the proposed waste management contract had not been received. The consent agenda was approved, with fund warrant totals of $781,706.82 recorded in the motion.
All recorded roll calls on these items were unanimous aye votes by the council members present. Several routine items and the consent agenda passed without extended debate; the golf‑fee amendment drew the most substantive discussion. City officials closed the meeting after announcing an April 9 information session on the housing rehab grants program and publicly congratulating the StreatorFest organizers on the summer lineup.
