At a Northampton County Council meeting the council approved multiple ordinances, resolutions and contracts including a conveyance of a right‑of‑way easement to Allen Township, an amended appointment to the Lehigh Northampton Airport Authority, a personnel downgrade in the Department of Human Services, two park tree donations and two EMS communications contracts funded with the Pima Act 12 grant.
The council adopted an ordinance authorizing the conveyance of a deed of easement for East Bulls Head Road and Willowbrook Road right‑of‑way totaling 4,864.75 square feet to Allen Township. The ordinance had been introduced at the April 3 meeting and was adopted by a vote of 7 to 0.
Council members approved an amended appointment resolution for the Lehigh Northampton Airport Authority updating the term for Kevin Lott of Hellertown, Pa.; the resolution passed by a vote of 6 to 1. The personnel request resolution for the Department of Human Services downgraded one full‑time clerical supervisor (pay grade HSD‑GR33, salary $42,704) to a full‑time Clerk Type 3 (pay grade HS‑GR30, salary $37,421), effective April 18, 2025; that measure passed 7 to 0.
Two donations to the Parks and Recreation division were accepted. Robert and Mrs. Sipe donated approximately 150 conifer plants with an estimated value of $5,100 for a conifer garden at Louise W. Moore Park; Erie Insurance donated 100 trees valued at about $4,500 to the Wildlands Conservancy for planting at Wayne A. Group Memorial Park. Both donations were authorized by unanimous votes.
The council also approved two contract resolutions under the county’s Administrative Code article 13 procurement rules for contracts funded outside the general fund. The first contract is with 2 Way Communications to install and support an Eventide next‑generation voice logging recorder system for joint Lehigh–Northampton EMS operations; the total cost is $458,350.75, funded by the Pima Act 12 grant. The second contract is for a Lehigh Valley regional Novus dispatch upgrade through 2 Way Communications, including hardware, software licensing and services, at a total cost of $857,582.76, also funded by the Pima Act 12 grant. Both contracts were adopted 7 to 0.
Other routine business included approval of minutes from the April 3, 2025 meeting (motion and second recorded), committee reports and adjournment. No measures were tabled or failed during the meeting.
