Proposal to require written requests to pull consent items fails after debate

The Laramie City Council debated and rejected a proposed change to council rules on April 15 that would have required members of the public to submit a written request by Monday (before the meeting) to ask that an item be moved from the consent agenda to the regular agenda.
Councilor Bolling moved the change (Resolution 2025‑34) and Councilor Vigil seconded. Proponents, including Mayor Cumbee who said he authored the change, said the deadline would give council time to consider requests and to discuss concerns with constituents before the meeting. Opponents said the change would limit public access and that it would be regressive compared with prior practice that allowed in‑meeting requests.
Public commenters argued a written deadline could chill participation and that phone or in‑person notice should remain an option. Council debate focused on whether the rule would preclude a resident from rising at the meeting to request a pull; several councilors said they opposed limiting that opportunity. After discussion, the roll‑call vote was 2 in favor and 7 opposed; the motion failed.
The failed motion did not change the existing practice: councilors may still move items from the consent agenda at the meeting, and members of the public retain opportunities to make requests as provided under current procedure.
