Council agrees to fund police load-bearing vests and rifle plates from one-time funds

Lewiston city leaders agreed at the budget workshop to add funding for police load-bearing vest carriers and rifle plates to one-time purchases to be covered from fund balance if needed.

Chief David St. Pierre told the council officers preferred upgraded vest carriers and that some personnel already purchase ceramic rifle plates personally. "They'd rather have some vests, versus the helmets," Chief St. Pierre said, and he described the operational and ergonomic benefits of a load-bearing carrier and options to install rifle plates. He presented rough costs to outfit the department: approximately $42,000 for 80 load-bearing carriers and roughly $22,400 for 16 front-and-back ceramic plates at the high end, for a combined estimate of about $60,400.

Director Roy confirmed that the purchase would be a one-time capital expense and could be covered from fund balance. Councilors across the chamber voiced support. Councilor Nagy said the vests made sense given recent regional shootings and officer safety concerns. Several councilors asked about timing and possible reimbursement if a congressional directed-spending (CDS) grant is awarded later; mayoral staff and Director Roy cautioned that CDS awards take many months and that some grants do not allow retroactive reimbursement.

Councilors asked for procurement timing; Chief St. Pierre said the vendor lead time would be substantially shorter than a CDS award cycle and that the department would be able to field vests quickly once ordered. The council indicated it was comfortable adding the vests and plates as a one-time fund-balance item while staff finishes budget reclassifications and reviews on Tuesday.

No formal contract was approved at the workshop; staff will return with exact procurement language and, if desired, a recommended funding source (fund balance or grant if the CDS award is confirmed).
