Council hears slowdown in new-home permits and low short-term rental permit uptake

Council reviewed first-quarter departmental reports showing zero new single-family home permits in the most recent quarter and a slower-than-expected pace of short-term rental (STR) permit applications.
Council members noted the planning and development report showed no new home permits in the quarter considered and asked staff whether this reflected a broader regional trend. Planning staff said they had not yet researched regional comparisons but noted build-out of some subdivisions (Crest Wind, Everton) had reduced new starts; other approved subdivisions will pull permits later.
On short-term rentals, staff reported 29 STR applications were received and eight permits had been issued. Staff said some applicants had chosen not to pursue permits after reviewing regulatory and inspection requirements, and some permits were delayed by fire-safety equipment requirements and scheduling inspections. Staff said a number of applicants stopped the process voluntarily; staff would continue monitoring compliance and would follow up on any unpermitted activity.
Council asked staff to research regional permit trends for housing starts and to provide additional data comparing year-to-date and prior-year permit counts. No policy changes or enforcement actions were adopted at the meeting.
