Hoover City Council to Consider Reserve-policy Rewrite, Performing Arts Funding, Library Renovation and Multiple Land-use Items Monday

Hoover City Council members reviewed a packed Monday agenda that includes a proposal to rewrite the city’s general fund balance policy, creation of a separate emergency fund, a budget amendment to restore performing arts center funding to $17,000,000, a low bid recommendation for a library theater renovation and several zoning and ordinance items.

The council’s finance staff presented a recommended general fund balance policy that would set a $60 million minimum reserve and adjust that minimum annually by the smaller of four months of prior-year revenues or the regional Consumer Price Index for All Urban Consumers. A city staff member described the change as “a conservative approach” intended to keep reserves “right sized as the economy changes.” The staff proposal would take effect immediately and be adjusted at the end of fiscal 2025.
