Franklin Park pre-meeting approves trimmed wireless-infrastructure survey, plans postcard outreach

At an April pre-meeting of the Franklin Park Borough Council, members discussed final edits to a wireless-infrastructure survey and plans to distribute a postcard with QR codes linking to the survey and the borough’s home-rule webpage.
Council member (unnamed) said the recommended change was to shorten the survey’s front end and allow respondents to opt out halfway through. “She does believe that that information is valuable to CityScape,” the council member said, describing prior advice from consultant Susan Raybould.
Susan Raybould, identified in the discussion as the consultant on the survey, responded to a technical formatting question about the survey’s PDF output: “I don't know why when you go to PDF the document, it assigns a new numbering system to the left. That does not appear on the actual survey.” Raybould said the left-hand numbering appears only on the printed PDF and not on the online form.
Members who reviewed the full draft generally endorsed the streamlined structure. One council participant said the survey’s front section “was pretty reasonable” and supported providing respondents a clear stopping point and a way to indicate interest in further contact.
The council discussed next steps for outreach. Staff reported they will prepare a postcard, have it printed and mailed, and include a QR code linking directly to the survey and another QR code linking to the borough’s home-rule section. Staff said they will confirm the survey link before finalizing the postcard.
The discussion included minor copy edits and layout notes for the printed PDF; one participant identified a small typo on the first page and requested left-column numbering be removed from the PDF export. No formal vote or adoption was recorded during the pre-meeting; members described the changes as edits prior to distribution.
