Council to reissue notices and resume Good State Parking Lot Phase 2 work after publication issue

City staff told the council they will republish a resolution and declare intent to move forward on Phase 2 of the Good State Parking Lot project at Westridge after the previous run of notices did not meet the city’s publication requirements.

The matter is procedural but affects a public facility: staff said the southernmost part of the parking lot had at one time been held for possible conversion to tennis courts to serve a nearby high school, but that the city later worked out an alternate arrangement with the school district — a tennis complex at Highland Park — removing the need to reserve the parking area for that purpose. “We had not published appropriately and adequately. And so this is our attempt to fix that and move on,” a staff member said when explaining why the city is re-sending the resolution and declaring intent for Phase 2. The same staff member described the southern portion of the lot as previously constrained by an anticipated state interest in a tennis complex; the city later arranged for the tennis facilities at Highland Park, which “no longer necessitates the need to use that parking lot for a purpose of that nature.”

A staff member said the Phase 2 work will include replacing pavement lifts so the lot meets current code and the city’s paving standards.
