Committee hears H.504 to ratify Rutland charter amendments on fines, equipment funds and redevelopment authority

Representative Mary Howard of Rutland City introduced H.504 to the House Committee on Government Operations & Military Affairs as a request that the committee approve a set of charter amendments certified by Rutland voters.

The amendments, which were approved by Rutland voters in separate elections, would: remove a fixed $500 maximum fine for ordinance violations and reference state law instead; raise the tax rate supporting the fire equipment replacement fund; establish a separate police equipment replacement tax; remove a $3,000 bid threshold from the charter and defer that limit to the city's purchasing policy; and alter the composition and terms of the Rutland Redevelopment Authority to allow a property owner who lives in Rutland County (but not necessarily a Rutland City resident) to serve on the authority.

Why it matters: The changes shift several dollar amounts and operational thresholds out of the Rutland City Charter and toward either state statutory reference or local administrative policy, and they create a new dedicated funding stream for police equipment.
