Tampa mobility officials outline pump-station generators, $11M upgrades and stepped-up maintenance ahead of storm season

City of Tampa Mobility Department officials on a Stormwater 101 virtual town hall described a series of operational and capital steps intended to reduce flood impacts during the upcoming storm season, including temporary generator hookups at pump stations that the department plans to test by May 1 and have available for use on June 1.
The department’s communications coordinator, Josh Cascio, opened the meeting and said, “We do not prevent all flooding,” stressing the limits of local infrastructure while previewing the city’s preparedness activities. The mobility director, Vic Bide, and stormwater managers said the work combines immediate maintenance, short-term readiness measures and longer-term capital projects funded through property-bill assessments.
The meeting matters because Tampa experienced repeated flooding during last year’s hurricane season and officials said the new steps are intended to reduce street and neighborhood flooding where feasible while the city pursues larger upgrades.
Mobility operations manager Brian Rodger said pump-station retrofits to accept temporary generators should be finished by May 1, with generator hookups tested that month and “the generators will be available for use on June 1.” Rodger said the city is also acquiring permanent backup generators and “additional equipment which will be installed within two years,” and that $11,000,000 in funding has been allocated for those installations. He described a pump-station rapid-response team that will be dispatched immediately after storms to ensure pumps are operating and refueled, and said vendors holding the temporary generators will deliver and hook units up within 24 hours of a city request.
Officials described stepped-up maintenance and new reporting to improve readiness. Rodger said the operations group includes 62 field staff and—variously described during the session—about 22–23 engineers and planners in the stormwater division. He listed system assets the city maintains: nearly 600 miles of pipes and box culverts, about 180 miles of ditches and canals, roughly 886 outfalls, 148 retention ponds and more than 28,000 inlets and manholes. The department reported about 3,700 calls for stormwater service in 2024 and said crews swept 1,900 curb miles every 55–60 days.
Rodger and others summarized recent and planned maintenance: in the first quarter staff cleaned about 160,000 feet of pipe (removing 506 tons of debris), graded 12,832 feet of ditch (removing roughly 1,255 tons), mowed about 83 miles of ditch monthly, mowed 126 ponds (removing about 10.5 tons), and swept about 922 curb miles (collecting roughly 230 tons of debris). The department has posted monthly maintenance reports and before/after photos online, officials said.
Engineering and capital work: Yuan Li, head of stormwater engineering, reviewed completed and ongoing capital-improvement projects—citing work since 2016 paid by an “improvement assessment” on property tax bills—and said projects such as the Upper Peninsula and Southeast Seminole Heights efforts have provided flood relief. Li said a citywide watershed master plan is underway to model basin-by-basin risk and to guide future projects. Li also noted the city participates in FEMA’s Community Rating System; residents currently receive a 25% flood-insurance discount and the city expects the master plan could produce an additional 10% discount if it yields the anticipated improvements.
Cross-jurisdiction coordination: Li and others stressed that stormwater basins cross city and county lines. Li said the city meets quarterly with Hillsborough County public-works leadership and noted the county has contracted an independent post-hurricane regional stormwater assessment; neighborhood meetings for that regional effort were described as ongoing.
Operational and policy details addressed in Q&A: Alex A. White, identified as chief planning engineer, said the city has installed about nine check-valve or flap-gate systems and is evaluating additional sites where those devices would qualify; he described tradeoffs because the devices require several inches of pressure to open so they can impede outflow during heavy local rain. Jeff DeBosier, the city’s design chief, described water-quality measures used in capital projects—pervious pavement, inlet baskets, rain gardens, underground “baffle boxes” that trap silt and debris—and said removed material is hauled off-site. He and Rodger described street sweeping as another tool to reduce pollutants entering the system.
Short-term procurements and emergency spending: Vic Bide and senior staff said emergency affidavits and outside contractors are being used to accelerate repairs. Bide and Rodger said two emergency affidavits totaling $2,250,000 were executed to address a backlog of storm-related cave-ins; $1,250,000 of that total was cited specifically for cave-in repairs.
Neighborhood work and micro projects: Rodger listed neighborhoods where crews are scheduled to work, including Terrace Park, Drew Park, Palmasia West, Lowry Park Central, Midtown, Armenia Gardens, Wellswood, McFarland Park and University Square. He also described “micro projects” such as widening inlets and adding grates or short pipe runs in Palmasia Pines and Parkland Estates.
Public engagement and service channels: Officials urged residents to report blocked drains or flooding via the city’s stormwater line, (813) 274-3101, and to check tampa.gov/mobility/stormwater for quarterly reports, project pages and monthly maintenance maps. The mobility department also announced a Post Disaster Redevelopment Plan meeting at the Hannah Center on April 29 from 6–8 p.m. and said the department will post written answers to remaining submitted questions within about a week to 10 days.
What officials did not decide or could not guarantee: speakers repeatedly emphasized that the city cannot eliminate all flooding, that some projects remain contingent on funding or county coordination, and that permanent solutions (for example raising roadways or seawalls at some Bayshore locations) are often infeasible. When asked about timelines for specific pump-station projects tied to the Lower Peninsula study, officials said sites and property had been identified but force-main and pipe funding remains to be secured.
The department closed by reiterating that staff and contractors are increasing maintenance and readiness ahead of the season and that the city will continue reporting progress in quarterly and monthly updates.
