Committee endorses interstate compact for dentists and hygienists

Representative McMahon presented House Bill 543 to adopt the Interstate Dental and Dental Hygiene Licensure Compact into law in Louisiana. The bill would create a compact commission, define duties of member states, provide for compact license privilege, fees and disciplinary cooperation, and include rulemaking, enforcement and withdrawal procedures.
Representative McMahon and witnesses said the compact is intended to address workforce mobility amid shortages and that the version before the committee includes requirements — including passage of a hand-skills exam — that some other compact proposals do not. The sponsor and the Louisiana State Board of Dentistry said the board reviewed competing compacts and preferred this version because it requires a skills exam and does not require the state to contribute money to sustain the compact; witnesses noted that other compacts already have members but this compact had not yet been adopted in any state.
Representative Stagney moved to report HB 543 favorably with technical amendments; the committee adopted the amendments and reported the bill favorably by voice vote with no recorded roll-call.
