Planning staff told the committee the parcel abuts County Road 18 near East Bigelow Avenue, with light‑industrial and office/institution zoning to the north and east and two‑family residential to the south in Marion Township. Planning staff said the lot size and existing use supported R2 initial zoning on annexation.
The recommendation matters because initial zoning sets the city’s land‑use rules once a property is annexed and precedes council legislation that will describe city services to the parcel. Planning staff explained the annexation process: the owner petitioned the county commissioners, the commissioners approved annexation, and the city must assign an initial zoning classification and hold public hearings after jurisdiction transfers.

Planning staff noted the city parcels contain baseball fields and parking and described irregular parcel shapes that could be combined after a future vacation/lot‑combination process.
