APC approves Hailstorm subdivision, Purdue Research Foundation PD, West Lafayette public safety PD and other routine items

The Tippecanoe County Area Plan Commission on April 16, 2025 heard several routine development items and recommended approvals that will move to municipal or county councils for final action.

The commission approved a major preliminary plat for the Hailstorm Subdivision (S‑5263), a nine‑lot residential subdivision on approximately nine acres west of Mystic Woods. APC staff described the subdivision as standard but noted it will be served by private well and septic and that the health department had granted preliminary approval. Staff also noted it had inadvertently included a fire hydrant condition that will be removed; the petitioner agreed. The commission recorded a white (conditional) ballot of approval.

In the Discovery Park District, the commission recommended approval of a planned development amendment for the Purdue Research Foundation (Z‑2952 PD activation phase 2 PD) that would guide additional park and supporting structures near the barn area south of campus; the item will go to West Lafayette City Council on May 5.

The commission also recommended approval of a planned development amendment for the West Lafayette Public Safety Center (Z‑2965 PDNR to PDNR). Larry Oates, president of the West Lafayette Redevelopment Commission, described a consolidated facility housing police and fire functions, a parking garage with public and secured levels, shared public meeting and training spaces, and a masonry training tower for firefighter training. The petitioner said the project replaces aging facilities and will improve public safety infrastructure; APC staff recommended approval and the commission recorded a unanimous recommending ballot.

A separate rezone (Z‑2972, Pioneer Exchange/Accommodation Title Holder LLC) to R‑1U was also recommended for approval and will go to Lafayette City Council. Staff said the rezone will make an existing home use conforming in a neighborhood business node area.

Administrative matters: the commission approved a motion that several variance requests before the BZA are not use variances prohibited by ordinance and statute (BZA 21‑86 General Salami LLC; BZA 21‑88 West Lafayette Parks and Recreation Inc.; BZA 21‑90 Jeremy Rush; BZA 21‑91 MGM Plaza LLC; BZA 21‑92 MGM Plaza LLC; BZA 21‑93 MGM Plaza LLC; BZA 21‑94 Peninsula Pointe Flats LLC). The motion carried.

Many of the items were routine or carried standard staff conditions. Items that change zoning or planned development status will have subsequent hearings before municipal councils or county commissioners where final votes and detailed plat and engineering reviews take place.
