Committee approves library land purchase, grant application, DOT art agreement and temporary CMA Fest zone

The Arts, Parks, Libraries & Entertainment Committee voted unanimously to approve several items on its agenda, including a half-acre land purchase for a new library, a grant application to the Carnegie Corporation of New York, an intergovernmental license agreement to maintain public art in state right-of-way, and an ordinance designating Downtown Nashville as a temporary social event zone for CMA Fest.
The first action approved was RS2025-1149, a resolution to approve an agreement to purchase a half-acre parcel at 1055–20 Eighth Avenue North to support construction of a new library. Committee Chair said the motion was moved and seconded and committee members voted aye. "I know. Put some shovels in the ground," Councilmember Taylor said during the brief discussion.
The committee next approved RS2025-1150, authorizing Metro to apply for the "Libraries as Pillars of Education and Democracy" grant from the Carnegie Corporation of New York to implement leveled English-as-a-second-language classes at up to six library branches in collaboration with partner organizations. Committee members described the request as "self-explanatory," and voted to approve the application.
Members also approved a renewal intergovernmental license agreement among the Tennessee Department of Transportation, Metro government, and the Metro Nashville Arts Commission to allow Metro to maintain public art within a state right-of-way. The measure was presented with a letter from Councilmember Cooper and passed without discussion.
On second reading, the committee approved BL2025-7A2, an ordinance designating specified public property downtown as a temporary social event zone beginning at 6 a.m. on June 4 and ending at midnight on June 9 for CMA Fest and related activities. There was no discussion and the ordinance passed unanimously.
