Board approves series of interdistrict agreements, personnel items and student discipline actions

The Joliet Township High School District 204 Board of Education voted April 2025 to approve a package of consent and action items including interdistrict agreements, vendor contracts, personnel recommendations, substitute-pay increases and two student expulsions.

The board first approved an amendment to the consent agenda to remove Hopewell bills from the check register and then approved the remainder of the consent agenda by roll call. Subsequent action items approved by the board included agreements with Shrub Oak International School; New Lenox School District for operations and maintenance (O&M); Hillman Pediatric Therapy; Educational Equity Consultants; Legacy Fine Arts, Inc.; disposal of equipment; a recommendation to raise substitute pay rates; and personnel reports (items 1–12). All of those motions were approved by roll call as reflected in the meeting minutes.

Two student-discipline cases were decided after executive-session consideration. Under case number C242516 the board approved expulsion through January 2027 with placement at Lincoln School. Under case number W242517 the board approved expulsion through June 2026 with placement at Lincoln School. Both motions carried on roll call votes.

Board members recorded votes by roll call throughout the actions. On the consent agenda amendment and subsequent consent vote the board recorded one abstention during the approval of the remainder of the consent agenda. On at least one vote the minutes record a potential conflict of interest associated with a board member; the record shows that was noted in the roll call for the Shrub Oak agreement.

Several action items prompted brief discussion. Board members asked whether the agreement with New Lenox was for O&M; the motion record indicates that was confirmed. A discussion occurred before approval of an agreement with Educational Equity Consultants about current legal and funding questions at the state and federal level related to diversity/equity/inclusion work and Title funding; district leadership said they would monitor developments and that fund-balance could be used if federal funding for the work were restricted.

The board approved a substitute pay-rate recommendation intended to remain competitive for the coming year. The personnel-report motion included multiple hiring approvals; the meeting recognized several newly approved hires present at the meeting.

The board closed action items and moved to unfinished and new business before adjourning by unanimous consent.

Ending: The board did not schedule follow-up votes on these items during the meeting. District administration indicated it will report back on any emerging legal developments that could affect federal-funded programs.
