Campton Hills approves first jurisdictional boundary and joint planning agreement with Burlington

The Village of Campton Hills Board of Trustees approved Resolution 25-14 to enter a jurisdictional boundary agreement and joint planning agreement with the Village of Burlington, a measure trustees said is the village's first boundary agreement.

The agreement designates a boundary line roughly along Plato Road, westward along Ellethorpe and south along Ramke Road and identifies jurisdictional areas for each municipality. The language in the agreement says that currently unincorporated areas adjacent to that boundary are intended to remain in their existing undeveloped or residential forms.

The agreement also includes notification requirements for zoning applications near the shared boundary and makes the neighboring municipality an "interested party" for those hearings, giving Burlington and Campton Hills an explicit opportunity to receive notice and comment on applications that could affect their mutual border and planning areas.

Trustee Burson moved to approve the resolution and Trustee Boatner seconded. The clerk recorded roll call votes of aye by Trustees Berson, Boatner, McAlvey, Mallette and Williams; the motion passed 5-0.

Trustees discussed corridor limits tied to prior agreements, including references to Elgin and Route 47 where existing intermunicipal negotiations historically constrained how far Burlington and its neighbors could extend jurisdiction. One trustee noted the agreement was limited by Burlington's earlier agreement with Elgin and that extending the boundary farther east was not available under that prior deal.

The board said the agreement will be posted as adopted and staff will follow the notification and planning procedures laid out in the document.
