The DeBary City Council on April 16 voted to approve Resolution 2025-05, an amendment to the fiscal year 2024–25 budget to reflect staff pay increases, two new positions and recording a donated parcel from the Rivington Community Development District.
Finance Director Liz Bauer told the council the April 2 action approved a 10 percent staff pay increase and two new positions; this amendment records six months of costs for those actions. Bauer said the two new positions — senior director of communications and community operations (approximately $90,000 for six months) and a part-time planning technician (about $13,000 for six months) — will reduce assigned general-fund reserves by roughly $103,000, leaving about $2.0 million in assigned reserves. She also said stormwater reserves would be reduced by $24,250.
Bauer said a second amendment line records a $150,000 donation of about 58 acres from the Rivington CDD; the land value was taken from the property appraiser’s office and needs to be recorded in the city ledger.
There was no public comment. Council approved the resolution unanimously. City staff said the amendment will allow the ledger to reflect the pay changes, the funded positions for the remainder of the fiscal year and the donated land transaction.
Why it matters: The amendment formalizes the city’s earlier personnel decisions in its accounting records, adds two positions to support communications and planning, and records a sizeable land donation that will affect the city’s capital holdings and future planning work.
