City staff to seek local adoption of updated Commute Trip Reduction plan and minor code updates

City staff presented the draft City of Monroe 2025–2029 Commute Trip Reduction (CTR) plan and minor code changes on April 14, and the Planning Commission directed staff to prepare a staff report and schedule a public hearing for local adoption by ordinance.
The presenter, who identified herself as the citys employee transportation coordinator (ETC), said the CTR law requires jurisdictions with affected worksites to adopt plans and local ordinances and to require CTR-affected employers (worksites with 100 or more full-time employees starting shifts between 6 and 9 a.m.) to implement commute-trip programs. The ETC said Community Transit provided a template and data; she listed four major employers in the city under the draft plan: the City of Monroe, Monroe Correctional Complex, Canyon Creek Cabinet Company, and Natural Factors.
A commissioner asked whether Monroe High School is identified as an affected employer; the ETC said she would check Community Transit data and follow up because the schools staff directory appeared to show roughly 140 staff members. The ETC noted the plan had been submitted to the Puget Sound Regional Council and WSDOT and has been approved at the regional level; local adoption by ordinance remains the final step.
Minor code amendments to chapter 22.88 proposed by staff include updating the plan reference to "2025-2029 CTR plan," adding a definition for "drive-alone commute trip," and adding a provision requiring affected employers to select at least five implementation measures from a specified list. The commission agreed staff should prepare a staff report and schedule a noticed public hearing for local adoption.
Staff said they would confirm with Community Transit which employers meet the affected-employer criteria and report back to the commission at the next meeting.
