City attorney recommends work session on revised nuisance ordinance after stakeholder review

City Attorney Mayberry updated the Rawlins City Council on April 15 about follow-up work on nuisance ordinance language after the ordinance’s second reading.
Mayberry said he convened stakeholders that included the city attorney’s office, municipal court, the Rawlins Police Department, community development, code enforcement and community relations to identify implementation gaps. "As we went through, we did see a few things. Although the changes are not dramatic, the changes do encompass some of those issues that do definitely warrant council's review and potentially additional public hearing," he said.
The issues Mayberry described included logistics and equipment needs for enforcement, redundant or unclear language and typographical errors. He asked council whether they preferred a short work session to review the proposed clarifications or whether staff should circulate the revised language to members in advance of the next council meeting to allow public review.
Council agreed to proceed with a work session. Mayberry noted some council members and the public had called with questions and that further outreach might be appropriate depending on council feedback.
