City manager asks council to delay strategic planning, outlines budget schedule and WWDC grant next steps

City Manager Tom Sardi asked the Rawlins City Council on April 15 for an extension on scheduled strategic-planning sessions so staff can first update the city’s 2012 master plan and align a short-term strategic plan with the budget.
"Our first official reading of the budget will be at the May 20 council meeting. The second reading will be at the regular meeting on June 3. And then the third and final reading of the budget will be on Monday, June 9," Sardi said. He told council staff will consolidate prior preliminary budget discussions into updated documents for council review.
Sardi said senior leadership reviewed an existing master plan prepared in February 2012 and recommended updating that document before moving into a one-to-two-year strategic plan tied to budget priorities and staffing. He said staff would bring projects to council work sessions as the master-plan update proceeds and that budget amendments remain an option if priorities change.
On grants, Sardi said the city had communications with the Wyoming Water Development Commission about a recent grant "of roughly $2.829 million" that cleared the legislature. He said council’s next step will be to adopt a resolution accepting the grant so staff can start contracting work under that award.
Ending: Sardi reminded the public and council about a special council meeting on April 23 at 6 p.m. to consider a liquor-license transfer and said staff will circulate updated budget documents to council members.
