Finance committee approves ARPA reconciliation to cover completed capital projects

The Lee County Finance Committee on a unanimous voice vote approved a board action request to reclassify roughly $101,000 in completed capital expenditures to American Rescue Plan Act (ARPA) funds.
Paul, committee member, told the committee the change is a housekeeping move that would “clean us up” by moving money already spent from the county’s capital fund into the ARPA account so federal reporting shows the projects as ARPA-funded. He said the entries would cover two completed projects: LED lighting replacement and flooring in the new quartz building.
The change does not create new spending authority. Paul said the invoices and completion documentation already exist and that the action is bookkeeping to align the spending with ARPA allocations for federal reporting. Committee members asked whether the reclassification would require additional approvals; county staff said the entry would be recorded now and appear on the county’s next ARPA report.
The committee discussed continued federal reporting requirements. County staff said Treasury has not issued a specific ARPA closeout form; expenditure reports are filed annually (each April) and the Treasury may provide a closeout module in 2026. Staff emphasized that documentation and staff availability for potential federal audits will remain necessary even after the reclassification.
Motion to approve the board action request was moved by Jim Bivens and seconded by Nancy Naylor and carried on a voice vote. The committee also approved the previous month’s minutes earlier in the meeting (moved by Bivens, seconded by Naylor). The meeting adjourned after the ARPA item.
The approved journal entries will be included on the county’s next ARPA report, which staff said will reflect the reporting year that begins April 1 and ends March 31.
